NHSBEX - A Benchmarking Exchange Programme for NHS Organisations interested in comparing back-office support activities and identtifying leading practices
Atos Consulting is providing a Benchmarking Exchange programme for NHS Back Office Services such as Finance, HR, ICT, Facilities, commencing January/February 2008. The twelve-month programme will use the web-based ScoreCard provided by Score Research (part of Atos Consulting) to collect data and provide comparative benchmarks.
Atos Consulting ScoreCard database is already populated by many private and public sector organisations; NHSBEX participants will be able to compare both against the NHSBEX members and, where applicable, the wider database population. Anonymity of organisations is preserved by providing statistical aggregation in the form of quartile ranges.
Participation
Founder group members (committing before 31st January 2008) will receive preferential terms of participation; so far we have firm commitment from seven shared service organisations and a high degree of interest from many more. It is important that participants can commit to providing data to a quarterly timetable and can provide suitably knowledgeable delegates to attend web meetings and exchange workshops.
Benefits of participation
- Relevant, up-to-date benchmarks and KPI’s
- Comparison of best practices and processes
- Facilitated exchanges focused on relevant performance comparators
- Improved performance management; the ScoreCard software provides extensive functionality for performance management and progress tracking
- High quality definitions, support and audit provide ‘apples-to-apples’ comparison
- The Exchange Programme provides deeper insight and tangible evidence of performance gap.
- Access relevant shared services material and assessment tools from our extensive archive of presentation material and podcasts.
Why benchmark?
Whatever stage of transformation your organisation is at, aspirations often become diluted and it is important to energise them with relevant up-to-date metrics and supporting practices.
- Clarity of goal, gap and potential benefit of adopting practices/organisation models
- Reality check on which practices enable greatest improvement
- Ensures a consistent basis for internal performance monitoring and adds an external perspective against which to target performance.
- Assists the change process by offering a compelling case
Identifies key metrics for measuring performance
Resources required
The programme is designed in a manner that allows participants to plan their effort over the full twelve-month period. Quarterly reviews ensure that sufficient progress is made by all members to enable meaningful exchanges; while those who wish to progress ahead of others can do so. Clearly there is a need to commit resources to providing comparative data, however every effort is made to minimise that resource.
- Committing time to provide data. Our ScoreCard questionnaires are carefully designed to ensure proper comparison and ease of completion. You will probably require less than one man-day per process to complete the ‘Driver’ volumes, ‘FTE Resources and Costs’ and ‘Organisation Parameters’ templates.
- Committing time for online reviews web seminars and workshops – quarterly reviews by organisation, four (quarterly) group web seminars and two workshops per annum will require the attendance of group members. Our first workshop will be in London on 10th March.
The online ScoreCard provides benchmarking reports and Atos Consulting will provide workshop summaries of the exchange programme outputs. You will need to allow some time to share the results and their implications with your colleagues.

We anticipate that the programme will run for a second year and maybe beyond – Inaugural members will continue to receive preferential terms of membership. Founder members fees for subsequent years will be reduced by 5% per new member introduced. Commercial terms and ScoreCard License terms of use are available on request. The membership fee after 31st January 2008 will be £9,500 (plus VAT).
Next steps
We are excited by the prospect of working with the NHSBEX group and keen to ensure we move forward as soon as possible. In the first instance we require your confirmation of participation by writing or emailing Ian Malcolm (contact details Page 1 footer). We will then send our commercial terms and Licence agreement for your approval and signature. When we have your signed agreement we will provide access to the ScoreCard and also send you the bill for the full fee. Please ensure that your application is received before 31st January, to take advantage of founder member terms.
